Community Guidelines

1. Introduction
Welcome to Silent Valley Manufactured Housing Community. You have chosen to live in one of Lockhart's finest communities. The guidelines that follow were carefully established to maintain a pleasant and desirable community environment. We seek your cooperation and participation in this community to help fulfill this simple goal. Likewise, management will reasonably apply and interpret these guidelines for everyone's benefit.

2. Community Personnel

The Manager is responsible for the day-to-day operation of Silent Valley Manufactured Housing with the authority to collect rents and enforce the Guidelines. All communications shall be directed to the manager. In addition, Silent Valley Manufactured Housing may retain other community personnel or contractors for routine or other maintenance of Silent Valley property, who will be under the supervision of the manager or maintenance supervisor.

Emergency maintenance may be called in at any time. Emergencies are considered items that cannot wait until the following morning.

General maintenance requests must be in writing and turned in to the office in person or placed in the night drop box if after hours. Please provide a contact phone number for any questions regarding the requested maintenance. You may write maintenance requests on a form that is provided for this use at the office, you may use your own paper or you may e-mail your request to us. Any of these ways are acceptable written notice of maintenance requests.

4. Rent Payments

All rent payments are due in advance of the first day of the month and become delinquent after the third day of the month, at which time late fees will be added in the following manner: rent received on the fourth will receive a late fee of $25.00 (Twenty Five Dollars), plus an additional $5.00 (Five Dollars) per day will be added for each additional day rent is received after the fourth. All rental payments must be payable by check or money order only. Cash will not be accepted. Last rental payment prior to vacating will be required to be payable by cahiers check or money order only.

5. Occupancy

Occupancy at Silent Valley Manufactured Housing is limited to residents who have completed an application, been approved by management and executed a lease agreement. Those residents also include direct family members such as spouse and unmarried children. All other occupants residing on a leased space or home shall be considered a guest. No home shall be occupied before all the lease documents are completed and all deposits, fees and rents have been received.

6. Guest/Conduct

Residents are responsible for their actions, the actions of family members, and the actions of their guests. Actions of any nature, which may be dangerous or may create a health and safety problem or disturbs others, are not permitted. This includes, but is not limited to, unusual, disturbing, or excessive noise, intoxication, quarreling, threatening, fighting, immoral or illegal conduct, profanity, or rude, boisterous, objectionable or abusive language or conduct. Persons under the influence of alcohol or any other substance shall not be permitted in any area of the community that is generally open to residents and guests.

Radios, television, record players, musical instruments and other devises must be used so as not to disturb others. This also included vehicle stereo systems of your vehicle and vehicles of your guests. All guests who refuse to turn down the volume of their stereo when asked to do so by management, will be asked to leave the community.

All guests must register with and be subject to approval by the manager if they are to stay longer than a total of fourteen (14) consecutive days or thirty (30) days in a calendar year. The resident will be held fully responsible for all actions of their guests, therefore the resident must acquaint his/her guests with the conditions of tenancy as well as the community guidelines at Silent Valley. Silent Valley charges $25.00 per month for each added person residing as a guest.

Quiet hours are from dusk to dawn. No children will be allowed outside the home after 9:00 pm without the direct supervision from an adult. Child, in our definition is someone that is under the age of 18 years old.

 Please have respect for your neighbors.

7. Trespassing

Trespassing on other resident's spaces is prohibited. Each resident has the right to privacy and to keep any person from entering the space (with the exception of management or Silent Valley staff.) Silent Valley management reserves the right to charge ten dollars ($10.00) for each instance of residents, children, or guests of residents violating another's right to privacy.

8. Trash

TRASH DAY IS ON TUESDAYS!. The City of Lockhart will provide you with a trash receptacle. Receptacles are required to remain at the back of the home behind the steps or deck during non-trash pick-up days. Trash receptacles must not be placed at the curb until 8:00 pm on the evening before scheduled pick-up and must be removed from the curb by 8:00 pm on garbage pick-up days. Containers may be constructed of metal, plastic, or fiberglass and having handles of adequate strength for lifting and having a tight fitting lid capable of preventing small animals from easily removing them. The City of Lockhart will not pick up receptacles that are excessively heavy and ask that the weight be restricted to no more than sixty (60) pounds. All brush, limbs, or other bulky items must be place at the curb. Residents are responsible for calling to schedule a pick-up of these materials. Cost for removal of bulky items will be the sole responsibility of the resident. **No garbage bags will be allowed to be placed at the curb and violations may result in a fine being imposed by management not to exceed $5.00 per occurrence and to become due with the next rental posting.

 9. Pets

Pets are allowed at Silent Valley with the following limitations:

    1. NO OUTSIDE PETS

    2. NO PETS, will be allowed at any home leased from Silent Valley, unless a pet deposit of $300.00 is placed and a Pet Deposit Agreement is signed.

    3. Homeowners may have pets that do not exceed twenty (20) pounds at any time.

    4. The following breeds of dogs are not authorized (unless grand-fathered): Rottweiler, Doberman Pincher, Chow, Pit Bull, German Sheppard, a mixture of these breeds or any other    breed that may become listed as an aggressive animal. In addition, pets which have annoying habits such as barking, howling, screeching, etc...will not be allowed to stay and must be removed from the community.

    5. Pets must not be allowed to run loose in the community, to include cats and dogs. If caught loose in the community, either management or the local animal control will secure the pet. The pet owner may be subject to an administrative fee of $25.00 for attending to their loose pet.

    6. Pets being walked must be on a leash.

    7. In consideration and for the welfare of other residents, the pet owner must pick up all droppings. Individual spaces must be kept free of animal waste on a regular basis or the pet must be removed from Silent Valley.

    8. All pets must be named in the application for lease. A description and pets name are required.

    9. Pet owners must maintain all vaccinations and rabies shots. Tags must be displayed on collars of all pets in accordance with city ordinance.

    10. Pets cannot be tied outside unless the pet owner is outside with them.

10. Landscaping

Silent Valley encourages landscaping by all residents. Trees, shrubbery and plants are all authorized. Silent Valley must be notified of the planned placement of any planting for approval. Placement location must be approved so utilities are not cut in the process of digging and to not interfere with the placement or removal of any home. All trees, shrubs and plants that are placed in the soil will become a permanent fixture and will not be removed from the ground upon termination of residency. It is encouraged that you place plants of importance or value in large pots for your removal when you plan to terminate you residency.

It is the resident's responsibility to trim any tree or shrubbery on the space they lease. Silent Valley is not responsible for any damages caused to the home, vehicles or persons for failure of the resident to trim or have trimmed the branches or tree limbs that are in need of trimming.

11. Manufactured Home Spaces

Each space will remain under the direct control of the management. The manager and staff of Silent Valley reserve the right to enter the space at any time. The placement of each manufactured home will be observed by Silent Valley staff to assure proper placement, anchorage and hookup of utilities and services. Storage sheds, play equipment, swings, bikes, wading pools, etc., must be placed to the rear of the space.

All hookups to water, sewer, gas and electric must meet local laws and codes.

Silent Valley is not responsible for any utility upgrade requirements needed for the placement of a home.

Resident's must discuss and provide plans to the manager for accessory equipment and added structures approval prior to any changes being made or added. Any accessory equipment or structure or appliance installed or changed which does not conform with the communities general standards for accessory equipment, structures and appliances shall be removed by the resident within ten (10) days of receipt of written notice. Should resident fail to remove such items after said ten (10) days, the manager or staff shall cause such items to be removed at the resident's expense.

The community's general standards for accessory equipment, structures, and appliances for all homes are:

    1. Skirting must be installed on all homes within 30 days of home arrival. The City of Lockhart will not approve and pass an inspection for occupancy on any home that is not skirted.

    2. Awnings are permitted, but must be of an approved material and design.

    3. Temporary steps provided by your dealer must be removed from the community no later than sixty (60) days from the time the home is placed into the community. These must be replaced with management approved steps or decks.

    4. Resident's are encouraged to install a storage shed. Storage sheds are required to be placed in a location approved by management.

    5. No antennas are to be attached to any home leased from Silent Valley. This includes CB, Satellite or Television. Other approved methods of installation for these items are allowed.

    6. Only approved clothes lines are allowed. The umbrella type clothes line is currently the only authorized line. All other types will be removed if they are found to be used within the community.

    7. Management requires that the resident maintain in good condition the manufactured home and all accessory equipment, structures and appliances that are presently installed or may be installed on the space. This includes the replacement of any such items which are missing or damaged to the point they cannot be reasonably repaired.

    8. All homes are required to have the space number placed on the front street side of the home approximately six (6) feet off the ground. Space numbers will not be allowed to be painted on the curbs in front of the home.

    9. Anything which creates a threat to health and safety shall not be permitted on the space.

    10. Aluminum foil is not to be placed in any window of your home.

12. Space/Manufactured Home Appearance

Resident's shall maintain their space and all landscaping, equipment and structures in good condition and repair and in a neat, clean, attractive and well maintained fashion. All parking spaces must be kept free of oil and any other sticky or oily substances. If the resident is away for an extended amount of time, it is the resident's responsibility to make arrangements to have the space maintained by someone else.

Unless specifically approved by management, nothing may be placed or stored outside of the manufactured home or storage shed. This includes, but is not limited to furniture, appliances, brooms, mops, tools, gardening equipment, debris, refuse, litter, firewood, or any item which is unsightly in appearance. Patio furniture, operable bikes, play equipment, lawn mowers (push type) and barbecue equipment are authorized if maintained in good condition, and stored in an acceptable manner.

The minimum required yard maintenance is mowing and trimming of the entire space that each resident leases. Silent Valley reserves the right to mow or trim any space from the curb to the center of the utility right of way behind the home that has grass exceeding five (5) inches on any part of the space. Parking spaces must be kept free of all grass and neatly trimmed at all times. Grass is required to be trimmed back from curb edges to prevent any grass from growing over the edge. Silent Valley will charge each resident a flat rate of $75.00 for each instance that requires mowing by Silent Valley staff. Silent Valley is not required to give any notice to residents for mowing prior to service being performed. Silent Valley will not be responsible for any damages that may occur from trimming or mowing to skirting, water hoses, cable lines or any other objects that may be around the home.

13. Vehicles

All vehicles must be operable, inspected and registered. Repair of vehicles will not be allowed in the community.

Oversized commercial vehicles will not be allowed without prior approval from the manager. Dump trucks, tractor trailer rigs, bucket trucks, etc. will not be authorized except for approved delivery of maintenance related supplies for Silent Valley. Moving vans will be authorized, but must follow all vehicle restrictions listed for other vehicles.

Vehicles must follow the 10 MPH posted speed limit throughout the community. No motorized vehicle will be operated within the community by any person not licensed. Vehicle emission systems must be maintained and any unusually loud vehicles or motorcycles will not be allowed to operate in the community until repaired or equipped with an approved muffler system.

Parking is not allowed on the grass at anytime. All parking spaces currently allow for two (2) vehicles. Residents who own more than two (2) vehicles are required to keep these vehicles at a location out of the community. Guests are allowed to park on the street for short periods of time. This is to increase the visibility of drivers. Silent Valley is not required to give warning prior to towing any vehicle for parking violations or towing of in-operable vehicles to include vehicles that are not inspected or registered.

For added parking, guests may use the parking spaces of homes or spaces that are not leases. If you use a parking space described above, you will be required to maintain that space appearance in mowing and trimming as necessary.

Since this is a family community children will be present so always watch for them in and around the streets.

15. Notice to Vacate by Resident

At least thirty (30) days written notice must be given to the management prior to vacating the premises. Notice must be dated, signed and must specify the exact date that the premises will be available for the next resident. Notice must be received on or before the first day of the month and at least 30 days prior to the actual expected departure date and lease expiration. After moving, lessee must clean the premises and must present, in person, to the manager for approval and completion a "move-out-inspection". Failure to do so shall result in forfeiture of the Lessee's security deposit.

16. General

These community Guidelines are subject to change or modification from time to time as necessary. These changes are at the sole discretion of the owner and management. The community guidelines are a part of the entire lease agreement. All changes will either be posted within our community newsletter or placed on the door of your residence. Any changes that are expected to impose a cost to you of more than twenty-five dollars ($25.00) will allow for thirty (30 ) days to come into compliance . All other changes to the community guidelines will take effect immediately upon notification.

17. Added or Amended

  1. Trampolines or not allowed to be placed anywhere on the property. Bounce houses may be placed for parties, only if management is made aware.

  2. Swimming pools are allowed. Please see management for placing instructions and other rules.

  3. BB guns, Slingshots, Paintball guns, Air Pistols and other items of this nature are not to be used or carried in the Silent Valley Community. Use of these items are a safety violation and could result in an eviction and/or Non-renewal of Lease.

  4. Fireworks and firecrackers are not to be used in the Silent Valley Community. We are located within the City Limits of Lockhart, where these items are prohibited. Use of these items could be cause for an eviction proceeding and/or a fine of up to $500.00 from the City of Lockhart.

  5. All children must wear shoes when playing in or around the street.

  6. All children must move all the way to the side of the street to allow cars and other vehicles to pass by safely. This includes the waiting area for the bus stop.

  7. Residents, children and guests will not be allowed to climb any tree on Silent Valley property. Any item that hangs from the branches of a tree must first be approved by management.

  8. Silent Valley staff members may enter any home leased by Silent Valley for the following reasons:

I have received a copy of the community guidelines. I have read and fully understand all provisions of these guideline. I further agree to be bound by the Guidelines of Silent Valley. During my residency, any violation that is reported to my residence for action that is not corrected may cause management to seek relief for breach of lease.
